On October 11, 2017, the Lake County Sheriff’s Office Warrants Team, in conjunction with the U.S. Marshals Service – Great Lakes Regional Fugitive Task Force (USMS-GLRFTF), apprehended Tracy W. Pennell, 47, (does not have a permanent address). Pennell, a convicted sex offender and a documented street gang member, was wanted on a felony warrant for Failure of Sex Offender to Report Change of Address (warrant issued on September 27, 2017 – bond amount $100,000.00). The warrant stems from a Zion Police Department investigation.
During the course of the fugitive investigation, Warrants Team Members developed information indicating Pennell was in the area of Green Bay Road and Grand Avenue, in Waukegan. Warrants Team Members conducted surveillance in the area and located Pennell walking near an area motel. Initially, as Warrants Team Members approached, Pennell tried evading them by hiding behind a building. The Warrants Team apprehended Pennell without further incident behind a business in the 600 block of Green Bay Road, Waukegan.
Pennell was transported to the Lake County Jail where he remains held on $100,000.00 bail. He is next scheduled to appear in court on October 25, 2017 at 1:30PM in courtroom C-120.
