On February 23, 2017 members of the Lake County Sheriff’s Warrants Team and U.S. Marshals Service – Great Lakes Regional Fugitive Task Force (USMS-GLRFTF) developed information on the whereabouts of two fugitive family members. Jayrell D. Gaines, 25, of the 2100 block of Lorraine Ave, Waukegan, and his father, Julius D. Gaines, 48, (no permanent address), both had active arrest warrants.
Jayrell had an active $200,000.00 arrest warrant for unlawful possession of a controlled substance (warrant from a Waukegan Police Department investigation). He also had a no-bond Illinois Department of Corrections Parole Violation Warrant for weapons related offenses.
Julius had an active $250,000.00 arrest warrant for armed violence, manufacturing/delivery of cocaine, felon in possession of a firearm, and unlawful possession of a controlled substance (warrant from a Waukegan Police Department investigation).
Both Jayrell and Julius avoided apprehension since the summer of 2016. Members of the Lake County Sheriff’s Warrants Team and USMS-GLRFTF developed information indicating the two were staying at a motel in the 600 block of North Green Bay Road, Waukegan.
On February 23rd, Julius was located at the motel and arrested without incident. He was subsequently transported to the Lake County Jail, where he currently remains held. He is due in court on March 3, 2017 at 8:45AM in courtroom C-220.
On February 24th, Jayrell was located at a residence in the 1900 block of Elizabeth Avenue, North Chicago. He was arrested and found to be in possession of over 10 grams of crack cocaine.
On February 27, 2017 Jayrell was additionally charged with unlawful possession of a controlled substance with intent to deliver (class 1 felony) and unlawful possession of a controlled substance (class 4 felony), for being in possession of the crack cocaine during his arrest. He is currently being held in the Lake County Jail on $500,000.00 bail, in addition to the parole violation warrant. His next court date is March 3, 2017 at 9:00AM in courtroom C-402.
Sheriff Curran reminds the public the defendants are presumed innocent until proven guilty in a court of law.
