On October 2, 2018, at approximately 3:30AM, Lake County Sheriff’s Deputies responded to a residence in the 36900 block of North Terry Drive East, Lake Villa Township, for a loud noise complaint.
Sheriff’s Deputies arrived and spoke to the complainant who was upset his neighbor had a television playing at such a loud volume, it could be heard across the street. The complainant said he attempted to resolve the issue by speaking to his neighbor, Frank D. Frano, 58, of the 36900 block of North Terry Drive East, but Frano began cursing at him. The complainant then called for the assistance of the Lake County Sheriff’s Office.
Sheriff’s Deputies knocked on Frano’s door and announced themselves as Lake County Sheriff’s Deputies. They initially saw Frano on a chair in the living room. After several minutes of Frano not responding to their knocking, Frano left the living room and returned a short time later armed with a shotgun. Frano then pointed the shotgun toward the door where the Sheriff’s Deputies were standing and charged the weapon (as if loading a round into the chamber).
The Sheriff’s Deputies retreated and requested Frano put the shotgun down. A Sheriff’s Office Negotiator made telephone contact with Frano and persuaded him to exit his home, unarmed.
Frano was arrested and transported to the Lake County Jail. He was subsequently charged with Disorderly Conduct. He was released from custody after receiving a $1,500 Recognizance Bond. He is next due in court on October 22, 2018 at 8:45AM in courtroom C-401.
Sheriff Curran reminds the public the defendant is presumed innocent unless proven guilty in a court of law.
