NOTICE: Special Application Round for $420,058 in 2018 CDBG/HOME Funds dedicated to creation of Permanent Supportive Housing (PSH)
With this notice, the Lake County Housing & Community Development Commission (HCDC) announces a special application round for 2018 grants to create up to 25 units of Permanent Supportive Housing (PSH). Eligible projects should also be intended for submission to the Illinois Housing Development Authority (IHDA) Permanent Supportive Housing Development Program Round V Application (due July 20, 2018), and this CDBG/HOME funding is contingent on successful receipt of IHDA PSH Round V funds.
The HCDC "welcomes creative models that will help meet a diverse array of PHS needs" as stated in the IHDA PSH Development Program (https://www.idha.org/developers/supportive-housing/) Request for Applications. This special application round shares IHDA's goal that projects "may offer PSH units in a range of settings, including but not limited to 1) Scattered-Site PSH Projects; or 2) Projects with Integrated PSH units; or3) Single Site PSH Projects." Applicants should carefully select agencies with sustainable funding to provide the wraparound services needed to assist vulnerable tenants in maintaining their housing. Services must be voluntary and available to tenants in their homes. Preference to projects with services that embrace housing first and harm reduction best practices.
This Lake County PSH Special Application round is different from IHDA's PSH program in several important ways:
- Site control is not necessary by Lake County's application deadline of June 111, 2018.
- Priority will be given to projects that have PSH units (<30% AMI) dedicated to the Coordinated Entry PSH waiting list managed by the Lake County Coalition for the Homeless. The Coordinated Entry PSH units need to be SEPARATE from IHDA's required State Referral Network (SRN) units.
- Lake County's grant can be applied to PSH or non-PSH units affordable to families at or below 80% AMI.
