Members of the GLRFTF and Waukegan Police Department surrounded Powell while he sat inside his vehicle in the parking lot of the Red Roof Inn at 3031 Belvidere Rd in Waukegan. Powell drove into Gurnee where he lost control of his vehicle, due to a flat tire, near Grand Ave and O’Plaine Road. Powell exited his vehicle and ran from police. Members of the GLRFTF lost sight of Powell near Robin Ln in Gurnee.

Lake County Sheriff’s Office K-9 Diesel located Powell under a deck. Powell refused to exit from under the deck and K-9 Diesel apprehended Powell.
