The Lake County Consortium proposes amendments to its Annual Action Plans for 2015, 2016, and 2017 Program Years. The Annual Action Plans (AAP) guide the allocation and expenditure of Federal funds available through the County's Community Development Block Grant Program (CDBG), the Home Investment Partnerships Program (HOME), and Emergency Solutions Grant Program (ESG).


The following amendments were previously subject to public hearing but not yet approved by the U.S. Department of Housing & Urban Development (HUD) due to technical error: AAP 2015 Amendment #3; AAP 2015 Amendment #4; AAP 2016 Amendment #1 and AAP 2016 Amendment #2.  In addition to resubmitting previous amendments to HUD for approval, these amendments include: Shifting of $148,000 in CDBG funding for Lake County Haven from PY2016 to PY2017 with approved replacement projects in PY2016: Demolition for New Housing in North Chicago ($32,940) and Lake County Residential Development Corporation (LCRDC) Housing Site Preparation ($115,050).  The PY2017 Amendment shifts CDBG funding for Zion Woods site preparation from 2017-2018 to 2018-2019; with 2017 replacement projects to include the Housing Accessibility Program ($100,000) of the Affordable Housing Corporation (AHC), A Safe Place Accessibility Project ($69,900), Rehabilitation of a Glenkirk home ($11,283), and Lake County Residential Development Corporation (LCRDC) Housing Site Preparation ($270,817).  Several of these 2017 grants were combined with other years of grant funding.

Written comments on the proposed amendments are being solicited through March 12, 2018.  Written comments must be directed to Lake County Community Development, 500 W. Winchester, Libertyville, IL 60048 and must be received by 4:30 PM in order to receive consideration.


A Public Hearing for the proposed amendments is scheduled for Wednesday, February 14, 2018 at 3:30PM during the regularly scheduled Housing & Community Development Commission meeting, Lake County Permit Center, Second Floor Conference Room, 500 West Winchester Road, Libertyville, Illinois 60048.
