The Lake County Division of Transportation (LCDOT) has updated our permitting process and current ordinances regulating highway access and utility and facility placement. The new ordinance, “The Lake County Highway Access and Use Ordinance,” was endorsed by the Lake County Board on July 9, 2019.
The companion document, the Lake County Highway Access and Use Ordinance Technical Reference manual, will be permanently hosted on our website and updated as procedures or standards change. As you start a new project, please ensure you are using the latest information.

Lake County is pleased to announce that its new and improved permit and inspection system is now available!
You can now submit and pay for many permit applications and review the status of your applications and inspections online. A more streamlined and efficient permitting and inspection process provides a better customer experience and saves valuable time and resources. Currently, the permits available for online submittal to the Division of Transportation are:
Access to a County Highway (PDF)
For homeowners or developers constructing or relocating a driveway on a county highway.
Change in Use Notification (PDF)
For property owners or developers changing the land use of property with existing access to a county highway.
Emergency Repair Notification (PDF)
Notification of emergency repair work on a utility or facility within a county highway right of way.
Open Cut Request (PDF)
Request for permission to open cut county highway pavement in order to work on a utility or facility.
Oversize/Overweight Truck Permit
Application to transport an oversize or overweight load on a county highway.

Perform Work in a County Highway Right of Way (PDF)
Authorization to place or relocate a facility such as a sidewalk, sewer line, street lighting, or trees in the right of way of a county highway.

Special Event on a County Highway (PDF)
Request use of a county highway for parades, marathons, and festivals; other special events of public interest, or filming for movies, television, commercials or documentaries.
Utility Placement in a County Highway Right of Way (PDF)
Authorization to place or relocate a utility such as fiber optic cable, electric cable, telecommunications cable, small cell antenna or gas line in the right of way of a county highway. (For utility companies only)
