Regional Operations and Communications Facility

Construction is underway on the new Regional Operations and Communications Facility, also known as the ROC. The new facility is being built on Lake County's Libertyville campus and is anticipated to open in 2025. 

For more than a decade, many public safety entities providing service in Lake County have been exploring the possibility of consolidating public safety answering points (PSAPs) to enhance 9-1-1 service in the area. The new facility will house a consolidated PSAP, the Lake County Emergency Management Agency (LCEMA) including the Emergency Operations Center (EOC), and the Emergency Telephone System Board (ETSB). 

This facility is a major milestone in the multifaceted PSAP consolidation efforts and regional emergency management. It will bring together highly trained experts and state-of-the-art technology to coordinate resources, information, and emergency communications under one roof. Learn more.

ROC Facility Details

  • 37,426-square-foot building on a 21-acre project site
  • Comprised of recycled or locally sourced materials
  • Space for 34 telecommunicator positions
  • Hardened facility - Can withstand severe weather like tornadoes!
  • Built to withstand extended power outages
  • Property features rain garden with native plants and an outdoor patio space for staff
  • Outdoor walkways on the property provide information about the ROC and renewable energy

ROC Power!

The ROC is designed to be a Net Zero Building. 

  • This means the facility will consume no more energy than is produced from renewable sources
  • Net Zero energy can offer significant operational savings
  • Distributed energy and redundancies to improve its disaster resiliency

The ROC will be powered by: 

  • Solar power from the Sun!
  • Geothermal energy from the Earth! 

The ROC will have real-time energy usage tracking so energy utilization can be monitored. The ROC will have space for meetings, training and education for staff and outside groups

Groundbreaking

On July 7, 2023, Regional 9-1-1 Consolidation Partners and the Lake County Board joined together to celebrate the groundbreaking of the ROC. It is anticipated that construction will be completed by December 2024. The ROC building is scheduled to open in 2025.
