Russell Rd Intersections
Description: Safety and modernization improvements along Russell Road at the intersections with Kilbourne Road, Kenosha Road and Lewis Avenue, including resurfacing and widening between Kenosha Road and Lewis Avenue.
Current Information
The project is transitioning from Phase I project development to Phase II engineering design and construction document preparation. The approved improvements include:
- Russell Road and Kilbourne: Reconstruct the intersection and improve corner radii at all corners along with adding a 4-foot wide rumple strip median at all approaches to the intersection.
- Russell Road from Kenosha Road to Lewis Avenue: Improvements at both intersections include constructing single lane roundabouts with 160-foot radii, centered on both existing intersections. The improvement also includes resurfacing and widening of Russell between the two intersections.
- Culvert Replacement: Replace existing 38”x24” elliptical reinforced concrete pipe (RCP) with a 6’ x 2’ concrete box culvert under Russell Road west of Kilbourne Road.

The Lake County Division of Transportation (LCDOT) hosted a virtual public information meeting on Thursday, October 21, 2021 to discuss the proposed study of Russell Road at the intersections of Kilbourne Road, Kenosha Road, and Lewis Ave. The meeting introduced the preferred alternate design, which includes installing roundabouts on Russell Road at Kenosha Road and Lewis Ave. and enhancing the all-way stop at Kilbourne Road.
