December 2019

Fox Lake Hills and Grandwood Park

In accordance with an agreement established with the Central Joint Action Water Agency (CLCJAWA) on Dec. 10, 2013, the financial obligations to provide Lake Michigan water to the Fox Lake Hills and Grandwood Park service areas included the payment of connection fees. These fees are charged to all new members to allow CLCJAWA to construct new capital facilities necessary to serve the new service areas.

Beginning with bills in Dec. 2019, customers in these service areas will see a $7.78 a month charge for the connection fees. The total charge per housing unit is $2,800, so the $7.78 per month will be over a 30-year period with no interest applied.

February 2019

Lake Villa and Fox Lake Hills

The phase of the project to bring Lake Michigan water to the homes within the Village of Lake Villa and unincorporated area of Fox Lake Hills is now complete. The Central Lake County Joint Action Water Agency (CLCJAWA) completed the project to extend their mains to Lake Villa and Fox Lake Hills and the communities in this water system are now receiving Lake Michigan water.

The Monaville Road - Cedar Lake Road Roundabout is open after water main installation!

The CLCJAWA Lake Michigan Water Project will continue with water main installation along Monaville Road, Cedar Lake Road, and Illinois Route 83. Occasionally, traffic will be impacted with lane closures.

Lake Villa

Monaville Road - Cedar Lake Road Roundabout to Close for Water Main Installation

The CLCJAWA Lake Michigan Water project requires the closing of the Monaville Road/Cedar Lake Road roundabout starting Wednesday June 6, 2018 at 6 a.m. The roundabout will reopen by end of day on Tuesday, June 26, 2018. The closure is necessary to install 20-inch water mains across both Monaville Road and Cedar Lake Road.

Lake Villa and Fox Lake Hills

The final construction project (Phase 3) for the Lake Michigan Water Project includes the installation the water main from Hook Drive in Round Lake Beach to the Monaville Road and Cedar Lake Road intersection. It will run the length of IL 83 to Monaville Road and will terminate at Cedar Lake Road. The contract was awarded and construction is underway with substantial completion expected by the end of February 2019.

Phase 1 and 2 of the Lake Michigan Water Project are complete and residents in Grandwood Park and Lindenhurst are receiving Lake Michigan Water.

Construction is still underway for Phase 4. This project includes water main installation along Cedar Lake Road from Lake Villa Delivery Structure to Monaville Road and then West on Monaville Road to the Fox Lake Hills subdivision and delivery structure located at Lincoln and Avon. 

Once Phase 3 and 4 construction is complete, the unincorporated area of Fox Lake Hills and the Village of Lake Villa will be served with Lake Michigan water.

April 2018

Fox Lake Hills

Progress continues on the Lake Michigan Water Project, and the new water main installation is scheduled to commence in the Fox Lake Hills area on April 4, 2018. Work will begin on or near the well house located at Lincoln Drive and Fairview Lane and work toward Avon and then Avon Drive to Monaville Road. Prior to beginning work, silt fence and erosion control devices will be installed. Weather permitting, this work, including pipe installation and pavement and landscape restoration, should be complete by the end of May.

Please note, this area will be closed, and a detour pertaining to thru traffic will be implemented, but the area will be accessible to all homeowners during construction. Driveway access may be temporarily interrupted, and affected homeowners will be notified on a one to one basis either the evening before or the morning of the interruption, but driveways will always be open at night for your access.

Pre-construction photography, videotaping, and staking has already taken place and Trine Construction Corporation will do their best to restore all areas equal to or better than they were prior to construction.

Lake Villa and Fox Lake Hills

CLCJAWA awarded a contract for the construction of a water main from the Lake Villa water delivery structure to the Lake County delivery structure in the Fox Lake Hills subdivision. The water main will run the length of Cedar Lake Road from Monaville Road to the Lake Villa water delivery structure and from Monaville Road west to the Fox Lake Hills subdivision.

The majority of the work will be outside of the roadway area, however, at times there may be traffic disruptions that cause one lane on Monaville Road or Cedar Lake Road to be temporarily closed. Please watch for flaggers and be aware of trucks and equipment entering and exiting the work area. The project is scheduled to be substantially completed by September 2018.

The final construction project (phase 3) includes the installation of a water  main from Hook Drive in Round Lake Beach to the Monaville Road and Cedar Lake Road intersection. It will run the length of IL 83 to Monaville Road and will terminate at Cedar Lake Road. The contract was awarded and construction is anticipated to start in February 2018 with a substantial completion date of February 2019.

Once both of these projects are complete, the Village of Lake Villa and Fox Lake Hills will be served with Lake Michigan water.

October 2017

Fox Lake Hills System

Construction is starting for the fourth phase of the Lake Michigan Water Project. Information about the construction schedule and map is available on the CLCJAWA website in the section titled "Watermain Installation Project (NGBP#4) - (N. Cedar Lake Rd, Monaville Rd, Avon Dr, W. Lincoln Dr)". This phase of work includes construction of underground pipelines which will cause disruption to the roads leading to the delivery structures and equipment and materials will be stored in the right of way of some roads. These pipelines will connect the water delivery  structures previously constructed in Fox Lake Hills and Lake Villa.

Lindenhurst

Phase two of the Lake Michigan Water Project was awarded to Campanella & Sons in April 2017 and the project is 86% complete. This phase is anticipated to be completed by November 2017. This portion of the project constructs the infrastructure to delivery Lake Michigan water to the Village of Lindenhurst. Lake Villa

Phase three of the Lake Michigan Water Project will be advertised for bid shortly. For updates on the bidding, check out the Bid Information page on CLCJAWA's website. The phase three contract extends CLCJAWA's existing pipeline from Rollins Road and Wood Street in Round Lake Beach to the intersection of Monaville Road and North Cedar Lake Road in Lake Villa. Construction is anticipated to be completed in early 2019.

July 2017

Lake Michigan water delivered to Grandwood Park.

The phase of the project to bring Lake Michigan water to the homes within the Grandwood Park water system (including Brookside, Bridlewood, Deerpath, Gurnee Glen, Mill Creek Crossing, Shires, and Stratton Oaks) is now complete. The Central Lake County Joint Action Water Agency (CLCJAWA) has extended their mains to Grandwood Park and the communities in this water system are now receiving Lake Michigan water.

April 2017

On April 4, 2017 the contractor for phase one of the CLCJAWA Lake Michigan Water Project (Joel Kennedy Constructing) began work within the Fox Lake Hills area. This work includes construction of an underground water delivery structure at a Lake County Public Works reservoir site located on Lincoln Ave. Until the pipeline is extended to the delivery structure, the water supply to Fox Lake Hills customers will continue to be the Lake County community wells. Lake Michigan water supply in this area is anticipated to be delivered in the Fall of 2018.

The phase 1 pipeline installation to Grandwood Park and throughout areas of Gurnee is still in progress. The second phase of pipeline will be starting soon in the Lindenhurst area and the contractor is Campanella & Sons.

Construction is starting for the first phase of the Lake Michigan Water Project.  Information about the project schedule and maps can be viewed on the CLCJAWA website in the section titled 
"Watermain Installation Project (NGBP#1) - (Washington Street, Almond Road, Hutchins Road)".  The first phase of work includes bringing necessary equipment onsite and starting tree removal along the pipeline route.

The final engineering design phase of the project continues. Major milestones moving forward include: 

  • Finalize plans and specifications for construction of four CLCJAWA water delivery structures
  • Finalize contract documents for the transmission main
  • Coordinate with agencies and complete all necessary permit submittals
  • Develop final project cost estimates
  • Finalize pipeline easements
  • Coordinate IEPA Loan Process
  • Assist in bidding and contractor awards

November 2013 

The Lake County Board approved an establishing ordinance creating Special Service Area (SSA) Number 16 to bring Lake Michigan water to the Villages of Lake Villa and Lindenhurst and the unincorporated areas of Grandwood Park and Fox Lake Hills.

October 2013 - Email to residents in the project area 

The 60-day objection period for the Lake Michigan water Special Service Area (SSA) Number 16 ended on Oct. 14, 2013.

The next step in the SSA process is the consideration of an Establishing Ordinance. The ordinance will be presented to the County's Public Works and Transportation Committee on Nov. 6, 2013. The recommendation of the Committee will be forwarded to the County Board for consideration at their Nov. 12, 2013 meeting.

If approved, the SSA #16 Establishing Ordinance would authorize the County to issue Special Service Area bonds to fund the improvements to bring Lake Michigan water to the Villages of Lake Villa and Lindenhurst and the unincorporated areas of Grandwood Park and Fox Lake Hills. The taxes to pay for the first bond issuance (approximately $30/year for a $200,000 property) would appear on property tax bills in spring 2014.

Public Open House Meeting for those served by Fox Lake Hills water system was held at Thompson School from 5:30 - 7:30 p.m. Approximately 30 residents attended the open house and three comment cards were submitted.

Public Open House Meeting for those served by Grandwood Park water system was held at Grandwood Park Park District Facility from 5:30 - 7:30 p.m. Approximately 100 residents attended the open house and eight comment cards were submitted at the event. A few emailed comments were submitted after the meeting.
