Request for Project Proposals  
This year, SMC will once again be preparing an application to the Illinois Environmental Protection Agency (Illinois EPA) for Clean Water Act Section 319(h) grant funds to support the countywide implementation of watershed best management practices (BMPs) that are identified in or supported by an existing watershed-based plan*.  This Countywide Watershed BMP Implementation Program is intended to provide grant funding to support the implementation of watershed protection and restoration projects and programs that prevent, eliminate, or reduce water quality impairments caused by nonpoint source (NPS) pollution in those Lake County watersheds that already (or soon will) have a completed watershed-based plan.

We are now seeking proposals from local project sponsors who would like to have their projects included in this collaborative, countywide program.  Projects must help reduce or eliminate NPS pollution and must be identified in or supported by an existing watershed-based plan or total maximum daily load (TMDL) implementation plan.  The attached Request for Project Proposals contains instructions for the preparation and submittal of a project proposal to SMC for possible inclusion in the Countywide Watershed BMP Implementation Program and the grant application that will be submitted by SMC to the Illinois EPA later this year.

Dead Dog Creek Restoration Project, Phase 2 - CLOSED

The Lake County Stormwater Management Commission is now seeking sealed proposals for the project designated as the Dead Dog Creek Restoration Project, Phase 2. The project is located along Dead Dog Creek, between Sheridan Rd. and a point approximately 300 feet downstream of Ravine Dr., in the Village of Winthrop Harbor, Illinois. 
 
The project includes: the installation of rock riffles to provide grade control and additional aquatic habitat; the installation of rock step pools to provide grade control, prevent further channel incision, and remove barriers to fish passage; the installation of rock toe to stabilize eroding streambanks; the restoration of moderately eroded streambanks by re-grading to 3:1 (H:V) or flatter and re-vegetating with native plant seed, native plant plugs, and erosion control blanket; the restoration of moderate-to-severely eroded streambanks by treating with vegetated geogrid lifts, re-grading to 3:1 (H:V) or flatter, and re-vegetating with native plant seed, native plant plugs, and erosion control blanket; the installation of rock points to deflect erosive stream flows away from streambanks that are susceptible to erosion; the installation of wing deflectors to redirect stream flows toward the center of the stream and restore aquatic habitat; the installation of tree rootballs to provide bank stabilization and additional aquatic habitat; the installation of rock checks to stabilize eroding swales and gullies tributary to the stream channel; and the installation of native plant seed and native plant plugs throughout the project reach. It will also include clearing and tree removal; the installation of temporary soil erosion and sediment control practices; the installation of temporary stream crossings; and, the removal and offsite disposal of concrete and other debris. Upon completion, this project will address the deteriorating conditions along Dead Dog Creek and will provide a long-term solution to the streambank erosion that is occurring within the project reach. 
 
Copies of the bidding documents for the project are fully downloadable below and each prospective bidder may obtain one complete set of the bidding documents from the issuing office, the Lake County Stormwater Management Commission, 500 W. Winchester Rd., Suite 201, Libertyville, Illinois 60048. Additional complete sets of the bidding documents may be inspected at the issuing office and may, upon request, be issued to prospective bidders by the issuing office.
 
The following addendum has been issued for the project. Such addendum shall be included in and made a part of the bidding documents, whether or not attached thereto. All requirements of the bidding documents shall remain in full force and effect except as amended by such addendum. In submitting a proposal for the project, bidders shall acknowledge the receipt and review of such addendum by completing the appropriate section of the proposal form.

Pre-Bid Meeting

A pre-bid meeting was held at 10:00 a.m. local time on Wednesday, March 12, 2014 at the project site. A report from the pre-bid meeting is fully downloadable below. Please note that such meeting report does not modify the bidding documents for this project and is provided for informational purposes only. The summary of items discussed at the pre-bid meeting contained therein may be reviewed and considered by prospective bidders prior to submitting a proposal for the work.

Bids Due Date
The Lake County Stormwater Management Commission will receive bids for the project until 10:00 a.m. local time on Tuesday, March 25, 2014 at the issuing office, the Lake County Stormwater Management Commission, 500 W. Winchester Rd., Suite 201, Libertyville, Illinois 60048, at which time, or as soon thereafter as possible, and at which place all bids will be publicly opened and read aloud.  Instructions for submitting sealed proposals are provided in the bidding documents.
