Bid Notice - Seeking Bids to Purchase Wetland Bank Credits
The Lake County Stormwater Management Commission (SMC) desires to purchase wetland credit (acres) from a U.S. Army Corps of Engineers (USACE) permitted wetland mitigation bank in the Des Plaines River Watershed within Lake County, Illinois, using funds collected in the SMC Wetland Restoration Fund (WRF) for the purpose of isolated wetlands mitigation. A total of $140,519 is available for this purchase.
Bid Deadline: Sealed bids will be accepted until Friday, June 5, 2015, 11:00 a.m. (CST) at the SMC office, 500 W. Winchester Road, Suite 201, Libertyville, IL, 60048. At that time, the bids will be publicly opened and read. Sealed envelopes or packages containing bids shall be clearly marked or endorsed: "Wetland Mitigation Credits - Des Plaines River Watershed".
Request for Proposals: Public Outreach & Engagement for Lake Co. Comprehensive Stormwater Management Plan Update - CLOSED
This year, the Lake County Stormwater Management Commission (SMC) is undertaking an important effort to update the Lake County Comprehensive Stormwater Management Plan (Plan). The Plan provides the framework for the County’s coordinated, countywide approach to managing stormwater runoff and mitigating the effects of urbanization on stormwater infrastructure. The Plan also serves as SMC’s Strategic Plan, defining SMC’s mission, programs, and services, and providing guidance for SMC as it works to implement the Plan and achieve the County’s stormwater management goals.
Gathering public input and engaging those involved in and affected by local stormwater management programs is fundamental to SMC’s soon-to-be-underway effort to update and revise the Plan. To help define how the various audiences and stakeholders will be engaged in the effort, SMC has developed a Public Outreach and Engagement Plan. At this time, SMC is seeking a qualified public outreach consultant – with experience in engaging audiences in discussions about and garnering public input on community stormwater management issues and needs – to assist with the implementation of its Public Outreach and Engagement Plan.
In general, the selected consultant’s role in this project will be to: (1) assist SMC in finalizing the public outreach and engagement strategy, including reviewing the target audiences and stakeholder groups, evaluating potential concerns of each stakeholder group, identifying pathways for engaging each stakeholder group, and developing key messages to be shared with each stakeholder group; (2) assist SMC in developing content to support the implementation of the public outreach and engagement plan; (3) assist SMC in designing and developing content for a public outreach survey or surveys to collect desired input, ideas, and information; (4) assist SMC in designing, developing content and materials for, and facilitating public outreach meetings to educate stakeholders about the roles and responsibilities of SMC and others in managing stormwater and collect desired input, ideas, and information; and, (5) assist SMC in managing and processing information collected throughout the public outreach and engagement process.
