Requests for Proposals and Bids

1.) Request for Project Proposals: SMC Wetland Restoration Fund – Lake Michigan Watershed Wetland Mitigation Projects  

SMC is re-issuing the Request for Proposals (RFP) for wetland mitigation projects using Wetland Restoration Funds (WRF) within the Lake Michigan Watershed in Lake County, Illinois, with an extended closing date of June 15, 2012.  The minimum mitigation acreage goal is 2.13 acres.  Approximately $240,000 will be available.  The WRF requires applicants provide a cost-share match of at least 30% of the total project cost. 

Please note: SMC will hold an open, voluntary, pre-application meeting on Friday, May 25 2012, at 9 – 11 a.m. at SMC’s office, 500 W. Winchester Road, Suite 201, Libertyville, IL, 60035.

Projects will be evaluated by SMC in accordance with the guidance contained in the Commission-approved SMC Wetland Restoration Fund Implementation Guidance Document (please refer to the links below for RFP materials).  In general, projects that restore historic wetland areas and demonstrate the highest likelihood of meeting the wetland mitigation performance requirements will be scored the highest.

2.) Requests for Project Proposals: Countywide Implementation of Watershed Best Management Practices

The SMC isseeking proposals from local project sponsors who would like to have their projects included in a collaborative, countywide program to implement watershed best management practices. Projects must help reduce or eliminate NPS pollution and must be identified in or supported by an existing watershed-based plan or total maximum daily load (TMDL) implementation plan.  The Request for Project Proposals contains instructions for the preparation and submittal of a project proposal to SMC for possible inclusion in the Countywide Watershed BMP Implementation Program and the grant application that will be submitted by SMC to the Illinois EPA later this year.

3.) Requests for Project Proposals: Kellogg Creek Streambank Stabilization 

SMC has compiled adequate funding to undertake a much-needed streambank stabilization project on a stretch of Kellogg Creek located in the City of Zion, Illinois.  SMC is seeking a qualified and experienced consultant to provide assistance with the planning, design, and permitting of this important project, as well as with construction cost estimating, the preparation of bidding and construction contract documents, completion of the competitive bidding process, and observation of construction through and up to completion and final acceptance of the project.  The following Request for Proposals (RFP) contains additional details and instructions about the preparation and submittal of a proposal to SMC to assist with this important project.
