Lake County strongly encourages its residents to get involved in the decision making process for the use of grant funds. This input assists the Community Development Commission to make appropriate and informed decisions.

CONCURRENT NOTICE TO THE PUBLIC OF NO SIGNIFICANT EFFECT ON THE ENVIRONMENT AND NOTICE TO THE PUBLIC OF REQUEST FOR RELEASE OF FUNDS
On or about August 5, 2013 Lake County will request the US Department of Housing and Urban Development to release Federal funds under Title I of the Housing and Community Development Act of 1974, as amended (PL 93-383), for the following projects, all of which are detailed in the 2013 Housing & Community Development Annual Action Plan.
Environmental Review Records for the listed projects have been made by Lake County which documents the environmental review of the project and more fully set forth the reasons why such statements are not required. These Environmental Review Records are on file at the above address and are available for public review and copying, upon request, at the Planning, Building & Development Department, 500 W. Winchester Road – Unit 101 Libertyville, IL, between the hours of 8:30 a.m. and 4:30 p.m., Monday through Friday. No further environmental review of these projects is proposed to be conducted prior to the request for release of federal funds.
All interested agencies, groups and persons disagreeing with this decision are invited to submit written comments for consideration by the County to the office of the undersigned. Such written comments should be received at the address specified below on or before August 5, 2013.
FINAL NOTICE OF A POTENTIAL IMPACT TO A FLOOD HAZARD AREA
The Lake County Community Development Commission will be committing CDBG/HOME funds, under Title I of the Housing and Community Development Act of 1974, as amended or Title II of the Cranston-Gonzalez National Affordable Housing Act. The projects in this notice have been allocated funds for the 2013 program year and are located within the 100 year flood plain.
The purposes of this notice is to: (1) inform the public of this commitment; (2) identify the reasons why the proposal must be located in the floodplain; (3) provide a list of the alternatives considered; and (4) discuss all mitigation measures to be undertaken to minimize adverse impacts and to restore and preserve natural and beneficial values.

Under the guidelines established by the US Department of Housing and Urban Development (HUD), notice is hereby given that Lake County has opened a 15-day public comment period and is making the draft Program Year 2012 CAPER available for public review and comment. The CAPER covers Community Development Block Grant (CDBG), HOME Investment Partnership (HOME) and Emergency Solutions Grant (ESG) community development activities undertaken during the period of May 1, 2012 through April 30, 2013.

EARLY NOTICE OF PROPOSED ACTIVITIES IN THE 100 YEAR FLOOD PLAIN
The Lake County Community Development Division has conducted an evaluation, as required in accordance with HUD regulations for Making Determinations on Floodplain Management, to determine the potential affect that its activities in the floodplain and wetland will have on the human environment for The Lake County Community Development Block Grant (CDBG) Program.
This notice is to inform the public of the potential actions within the flood plain and to request comments concerning potential adverse impacts of the proposed project on the Special Flood Hazard Areas (SFHA); and alternative sites or courses of action that might avoid or reduce these impacts.
Early Notice of Proposed Activities
First Amendment to the 2013 Annual Action Plan
Lake County proposes to amend the Annual Action Plan component of its Consolidated Housing and Community Development Plan for the 2013 Program Year. The U.S. Department of Housing and Urban Development (HUD) announced PY2013 grant amounts that net changes to CDBG and ESG funding allocations. Additionally, the proposed Amendment includes the addition of a Planning and Administration Project to engage a consultant to complete the Analysis of Impediments to Fair Housing Choice Report.
On Monday, June 24, 2013, Lake County commenced the public comment periods for review of the proposed First Amendment to the 2013 Annual Action Plan. Written comments are being solicited through Friday, August 2, 2013 and should be directed to the Lake County Planning, Building and Development Department, Community Development Division, 500 W. Winchester, Unit 101, Libertyville, IL 60048-1371 or at firstname.lastname@example.org. Comments must be received by 4:30 PM on August 2, 2013 in order to receive consideration. The Public Hearing will be held at 7:00PM on Wednesday, June 26, 2013 at the Lake County Administration Building, 18 North County Street, Waukegan, Illinois.
2014 Needs Public Hearing - May 22, 2013
The Lake County Community Development Commission will hold a Public Hearing to discuss the development of the 2014 Annual Action Plan component of the Lake County Consolidated Housing and Community Development Plan. The Annual Action Plan will guide the allocation and expenditure of funds available for the 2014 Program Year. Specifically, the Public Hearing will include a discussion of identified needs in the County and how they can be incorporated into the Program Year 2014 application process and estimated funding levels.
The hearing will be held on May 22, 2013 at 7:00 pm on the 10th Floor Assembly Room, Lake County Administration Building, 18 North County Street, Waukegan, IL. Written comments are being solicited through June 10, 2013 and should be directed to the Lake County Planning, Building and Development Department, Community Development Division, 500 W. Citizen Participation Plan
The process for providing input is located in the Lake County Citizen Participation Plan. Paper copies of the plan are available at the Community Development Division office.
Citizen Participation Plan
The Citizen Participation Plan outlines how residents can address the Commission, how input is received, among other things. The Plan also defines what is considered a substantial amendment to any of the other Housing & Community Development plans (Consolidated Plan, Annual Action Plan & CAPER) and the projects that are contained within.
The Community Development Commission holds monthly meetings. Various committees under the Commission also hold meetings at different times. See the Community Development Calendar for a complete schedule.
All meetings of the Community Development Commission will contain an opportunity for individuals to address the Commission regarding items that are not on the agenda. Individuals will also have the opportunity to comment on any item that is on any agenda. This process is driven by the Community Development Commission By-laws.

There are annually two public hearings regarding the contents of the Annual Action Plan. This Plan outlines what projects Lake County will fund in the coming program year. These hearings are traditionally in January and February.
There is annually one public hearing regarding the contents of the Consolidated Annual Performance and Evaluation Report (CAPER). This report outlines what projects Lake County has funded in the past program years. This hearing is traditionally in July.
There is annually one public hearing regarding what needs in the Consolidated Plan should be prioritized for the coming program year. This hearing is traditionally in the Spring.
Other public hearings are publicized as necessary.
Amendments to the 2004-2011 Annual Action Plans
The Community Development Commission is proposing changes to the Resale/Recapture Guidelines for Homebuyers for its previous Action Plans in order to ensure consistency with the 2012 Action Plan.
Amendment to the 2010-2014 Consolidated Plan
The Community Development Commission is proposing a change to the eligible activities for the 2010-2014 Consolidated Plan to include Tenant Based Rental Assistance.
Amendment to the 2011 Annual Action Plan
The Community Development Commission is proposing a change to the 2011 Action Plan to formally cancel a conditionally funded project.
Amendments to the 2011 Annual Action Plan
The Community Development Commission is proposing a change to the 2011 Action Plan to incorporate new components of the ESG Program under the HEARTH Act.
