Annual Action Plan

Every year, Lake County (in cooperation with Waukegan and North Chicago) is required to develop and publish an Action Plan that shows how the federal funds it receives (CDBG, ESG and HOME) will be used to address the goals and strategies of the Consolidated Plan for its program year (May 1 – April 30). The funded programs are detailed in this plan.

The funded programs in the Annual Action Plan are determined by Community Development Commission review panels, which rate and rank the applications, and also through citizen participation. Each year, two public hearings are held regarding the contents of the Annual Action Plan, including the funded projects. The Community Development Commission strongly encourages this participation.

PY2013, PY2014 and Consolidated Plan Amendments:

The Lake County Consortium proposes amendments to the 2010-2014 Consolidated Housing and Community Development Plan and Annual Action Plan component of its Consolidated Housing and Community Development Plan for the 2013 and 2014 Program Years. The Consolidated Plan guides the allocation and expenditure of Federal funds available through the County's Community Development Block Grant Program (CDBG), the Home Investment Partnerships Program (HOME), and Homeless Programs, including the Emergency Shelter Grant Program (ESG).

The proposed amendments in brief are as follows:

Amendment to the 2010-2014 Consolidated Plan:  The provision of Tenant-Based Rental Assistance as an eligible activity and financing of tenant security deposits and rental assistance.

Amendment to the PY2013 Annual Action Plan:  The re-allocation of approved funds from a homebuyer activity to support financing of a PY2014 rental project allocation.

Amendment to the PY2014 Annual Action Plan: The approval of 2014 HOME Investment Partnership Program allocations for eligible activities, the approval of a CDBG housing activity allocation and amendments to ESG policy narratives.

Master Compilation of Proposed Action Plan Amendments​​​​​​​​​​​​​​​​ 
The Lake County Consortium of Lake County, Illinois, comprised of Lake County as the Consortium lead entity, and the City of North Chicago and City of Waukegan, Illinois as Consortium partners is hereby amending the 2013, 2012, 2011, 2008, 2005, 2002 and 1994, Annual Action Plans as described below, and as all submitted and approved by the U.S. Department of Housing and Urban Development in compliance with the Consolidated Planning regulations of 24 CFR Part 91. Amendments to PY 1994, 2002, 2005, 2008 and 2011 are reflected in the PY2013 Amendment.

Lake County is eligible to receive $1,370,421 in Neighborhood Stabilization Program 3 (NSP3) funds. In order to receive these funds, Lake County must develop a substantial amendment to its 2010 Action Plan and submit this document to HUD.  This document includes all comments received on the draft Plan and responses to those comments. 2008 Annual Action Plan PDF 2008 Annual Action Plan
The Lake County 2008 Annual Action Plan has had a few amendments as a result of the Housing & Economic Recovery Act of 2008 (HERA) and the American Recovery & Reinvestment Act of 2009 (ARRA).  The amendments follow:

2008 CDBG-R Amendment
Lake County has submitted a substantial amendment to its 2008 Annual Action Plan in order to receive CDBG-R funding as part of the American Recovery & Reinvestment Act (ARRA).  The funding received from this recovery grant will be used to make public infrastructure improvements throughout Lake County.

2008 Homelessness Prevention & Rapid Re-Housing Program (HPRP) Amendment
The Lake County Consortium has submitted an HPRP Amendment to the PY2008 Annual Action Plan to the U.S. Department of Housing and Urban Development (HUD).  The HPRP Amendment guides the allocation of new funds designed to assist persons facing or experiencing homelessness.  Specific programs or activities for the $1,057,106 in HPRP funds will be determined at a later date.

2008 Neighborhood Stabilization Program (NSP) Substantial Amendment
HUD’s new Neighborhood Stabilization Program will provide emergency assistance to state and local governments to acquire and redevelop foreclosed properties that might otherwise become sources of abandonment and blight within their communities. The Neighborhood Stabilization Program (NSP) provides grants to every state and certain local communities to purchase foreclosed or abandoned homes and to rehabilitate, resell, or redevelop these homes in order to stabilize neighborhoods and stem the decline of house values of neighboring homes.  The program is authorized under Title III of the Housing and Economic Recovery Act of 2008.  Read Lake County's Action Plan Addendum here:

Amendments to 2004-2011 Anual Action Plans PDF Amendments to 2004-2011 Annual Action Plans - Resale/Recapture Guidelines for Homebuyers
The 2012 Action Plan contained updated provisions, per HUD guidance, for the return of HOME funds in various projects.  These amendments bring previous Action Plans in line with those new standards.
