Illinois Election law provides that the first day to mail a Vote By Mail ballot is 40 days before the election (providing certification of candidates has been completed).

For voters who prefer not leaving the comfort of home, the Lake County Clerk’s office offers a permanent voting by mail program. Use the enrollment form which can be printed, signed and mailed to us.
