Every year, Lake County (in cooperation with Waukegan and North Chicago) is required to develop and publish an Action Plan that shows how the federal funds it receives (CDBG, ESG and HOME) will be used to address the goals and strategies of the Consolidated Plan for its program year (May 1st - April 30th).
Every year, Lake County is required to develop and publish a Consolidated Annual Performance and Evaluation Report (CAPER) that shows how the federal funds it receives (CDBG, ESG and HOME) were used to address the goals and strategies of the Consolidated Plan for its past program year (May 1 - April 30). The results of the funded programs are detailed in this plan.
In order to receive grant funds to redistribute throughout Lake County, the Community Development Division must develop a 5-year Housing and Community Development Consolidated Plan. The Consolidated Plan provides a vision for housing and community development in Lake County. It serves as Lake County’s application to receive CDBG, ESG and HOME funding from the U.S. Department of Urban Development (HUD). It is a plan that describes community needs, resources and priorities; sets goals; and establishes strategies to meet those goals.
